摘要： 阜新是我国第一个资源型城市转型试点市，对其城市社区居民建设性参与机制的研究对其他资源型城市有重要的理论和实践意义。文章首先从政治学、公共管理学和社会学三个学科角度探讨了社区居民建设性参与的理论来源，之后分析了阜新市城市社区居民建设参与的限制性因素，并提出了阐述了建立城市居民建设性参与机制应坚持的原则，最后提出了社区居民建设性参与机制的现实路径：增强社区居民建设性参与意识、打造社区居民建设性参与平台和建立社区居民建设性参与制度规范。

Abstract： Fuxin is the first transformation pilot city of resource-based cities in our country ,researching on its mechanism of urban community residents′ constructive participation has great theoretical and practical significance to other resource-based city .This paper firstly probes into the theoretical source of urban community residents′ constructive participation ,then analyzes limiting factors of fuxin urban community residents′ constructive participation and elaborates the principles of building fuxin urban community residents′ constructive participation mechanism ,finally puts forward the ways of developing fuxin urban community residents′constructive participation mechanism: enhancing the awareness of community residents′ constructive participation, building the constructive participation platform and establishing the system specification of urban community residents′ constructive participation.
