摘要： 改革开放以来，我国吸引的外商直接投资金额迅猛上升，外商直接投资在促进经济腾飞的同时，也给环境造成了巨大压力，因此FDI与环境污染成为中国经济发展过程中的热点问题。本文利用2000~2009年中国27个省市的面板数据构建联立方程模型，采用GMM广义矩估计，分析FDI、环境污染与环境规制等变量的关系。研究结果表明，我国对FDI的利用效率较低；相对FDI对经济发展的贡献来说，其对环境造成的负面影响更需要关注； FDI偏好流入环境管制相对较宽松的地区等。

Abstract： Since the reform and opening policy, China has attracted a large number of FDI investment. On one hand, FDI promotes the economic development, on the other hand, it exerts tremendous pressure on the environment, Therefore the relation of FDI and environmental pollution become a hot issue in Chinese economic development process. In this paper, a data panel from 2000 to 2009 is used to establish a simultaneous equation model, analyzing the relation among FDI, environmental pollution and regulation by GMM estimation. The result are as follows: The FDI utilization ratio in China is low. Compare to the contribution of FDI to economic development, its negative impact on environmental pollution is more worthy concerning. FDI prefer flowing areas with loose environmental regulation.
